China Launches Carbon Emissions and Pollution Reduction Measures

China’s Ministry of Ecology and Environment, the National Development and Reform Commission and other five ministries recently published an implementation program for the purpose of reducing pollution and carbon emissions, which integrates emission reduction requirements in multiple areas such as air, water, soil, solid waste and greenhouse gases.

In September 2020, China put forward carbon peaking and carbon neutrality goals, and strived to achieve carbon peaking before 2030 and carbon neutralization before 2060. The implementation program is an effort to achieve these goals.

The program aims to strengthen resource recovery and utilization while promoting the use of industrial solid waste resources or alternative raw materials for building materials production. By 2025, the program aims for an overall utilization rate of new bulk solid waste of about 60% and the stock of bulk solid waste to be reduced as well.

The program proposes to accelerate the development of new energy vehicles and gradually promote the electrification of vehicles in the public domain. By 2030, the sales of new energy vehicles in key regions for air pollution control will reach about 50% of new vehicle sales.

In addition, the program looks to optimize the ecological and environmental impact related evaluation methods and access requirements while promoting the planning and construction of large-scale wind power photovoltaic base projects in desert areas.

The program is looking to explore different types of cities to reduce pollution and carbon to promote the mechanism. For industrial parks, the program is trying to improve the level of resource and energy conservation and efficient use and comprehensive utilization of waste. Finally, at the enterprise level, the program wants to create a benchmark of enterprises with near zero emissions.
